MC 2.21.010 Purpose: In order to insure fair play and due process in the administration of the affairs, ordinances, resolutions and bylaws of the city, the common council declares that the provisions of Chapter 68 of the Wisconsin Statutes, relating to municipal administrative review procedure shall be in full force and effect in the city except when in conflict with this chapter. (Ord. 61-4443 §1(part), 1980.)

2.21.020 Scope: All officers, employees, agencies, committees, boards and commissions of the city shall comply with the requirements of Chapter 68 of the Wisconsin Statutes, and shall conduct initial administrative reviews of their own determinations in accordance with Section 68.09 of the Wisconsin Statutes, upon filing of a proper written request therefor. (Ord. 61-4443 §1(part), 1980.)

2.21.030 Board--Composition: There is created for the city an administrative review appeals board (appeals board hereafter) consisting of three members and an alternate member which shall have the duty and responsibility of hearing appeals from initial administrative determinations or decisions of officers, employees, agencies, committees, boards and commissions of the city filed in accordance with Section 68.10 of the Wisconsin Statutes, and making a final determination thereupon. The chairman of the public health and safety committee, the chairman of the capital improvement and street maintenance committee, and one citizen shall constitute the membership. The mayor shall appoint the citizen member and in addition one alternate, who shall act only when a member of the appeals board is temporarily unable to serve or refuses, or may not serve, because of interest in or involvement in a prior determination on the subject matter of the appeal. Where there is doubt as to the propriety of acting, the member shall request an informal opinion of the city attorney and act in accord with such opinion. (Ord. 61-4443 §1(part), 1980.)

2.21.040 Board--Procedures. In conducting administrative review hearings and making final decisions, the appeals board shall be governed by the provisions of Sections 68.11 and 68.12 of the Wisconsin Statutes. Decisions of the appeals board shall be made by a majority vote of the members. The appeals board may adopt rules for conduct of hearings not in conflict with or inconsistent with the provisions of Section 68.11 of the Wisconsin Statutes. (Ord. 61-4443 §1(part), 1980.)

2.21.050 Board--Membership restricted. No city officer or employee, or an agent or contractor doing more than five thousand dollars per calendar year business with the city, may serve as a citizen member of the appeals board.

The Task Force will craft and present recommendations for Wausau’s economic and affordable housing interests, including the development of policy recommendations consistent with applicable state and federal laws, and if applicable, U.S. Housing and Urban Development and local public housing authority guidelines.

The Task Force shall be comprised of seven (7) members appointed by the Mayor and confirmed by the Common Council, each to serve a term of two years, consisting of at least one (1) common council member, one (1) affordable housing consumer, one (1) Community Development Authority member; one (1) representative from the North Central Community Action Program and three (3) citizen members representing either another unit of government or an affordable housing advocacy group.

MC 2.60.180: The airport committee shall be comprised of seven members appointed by the mayor. Four of the members shall be alderpersons and three of the members shall be citizens. They shall be appointed by the mayor and subject to confirmation by the common council. The alderpersons shall serve during their term of office, and the citizen members shall serve three year terms; provided, that on the first appointment one of the citizen members shall have a three-year term, one a two-year term and one a one-year term. The mayor shall appoint the chairperson. The committee shall make recommendations to the council on the maintenance, operation, control, fees and charges, and the contracted services for the Wausau Downtown Airport. In addition, the committee shall make recommendations regarding any of the provisions contained in Section 114.14 of the Wisconsin Statutes. (Ord. 61-4716 §1, 1990.)

WMC 1.08.050 There shall be a board of canvassers, such board to consist of three members and an alternate, the clerk being a permanent member and the two remaining members and the alternate to be made up of qualified electors of the municipality designated by the clerk within a reasonable period of time prior to the date upon which an election is to be held. The terms and appointment of canvassers shall be pursuant to Section 7.53 (2) of the Wisconsin Statutes. (Ord. 61-4754 §1(part), 1991.)

SS 7.53(2)(a) Except as provided in par. (c), the municipal board of canvassers for municipal elections in each municipality utilizing more than one polling place shall be composed of the municipal clerk and 2 other qualified electors of the municipality appointed by the clerk. The members of the board of canvassers shall serve for 2-year terms commencing on January 1 of each odd-numbered year, except that any member who is appointed to fill a permanent vacancy shall serve for the unexpired term of the original appointee. If the municipal clerk's office is vacant, if the clerk cannot perform his or her duties or if the clerk is a candidate at an election being canvassed, the mayor, president or board chairperson of the municipality shall designate another qualified elector of the municipality to serve in lieu of the clerk for that election. If any other member of the board of canvassers is a candidate at the election being canvassed, the clerk shall appoint another qualified elector of the municipality to temporarily fill the vacancy.

MC 2.60.040 The board of public works shall be composed of the city attorney, public works director and finance director. (Ord. 61-4473 §3, 1980; Ord. 61-4316 §1, 1976; Ord. 61-4122 §1(3), 1969; Ord. 61-4017 §1(part), 1967; prior code §2.03(4).)

MC 2.60.030: The board of review shall be composed of five residents of the city, none of whom shall occupy any public office. Qualifications and responsibilities for the board of review shall be as established by Section 70.46 of the Wisconsin Statutes. (Ord. 61-4074 §1(part), 1967; prior code §2.03(3).)

SS 70.46 (1) Except as provided in sub. (1m) and s. 70.99, the supervisors and clerk of each town, the mayor, clerk and such other officers, other than assessors, as the common council of each city by ordinance determines, the president, clerk and such other officers, other than the assessor, as the board of trustees of each village by ordinance determines, shall constitute a board of review for the town, city or village. In cities of the 1st class the board of review shall by ordinance in lieu of the foregoing consist of 5 to 9 residents of the city, none of whom may occupy any public office or be publicly employed. The members shall be appointed by the mayor of the city with the approval of the common council and shall hold office as members of the board for staggered 5-year terms. Subject to sub. (1m), in all other towns, cities and villages the board of review may by ordinance in lieu of the foregoing consist of any number of town, city or village residents and may include public officers and public employees. The ordinance shall specify the manner of appointment. The town board, common council or village board shall fix, by ordinance, the salaries of the members of the board of review. No board of review member may serve on a county board of review to review any assessment made by a county assessor unless appointed as provided in s. 70.99 (10).

SS 70.46 (4) Requires that one voting member of every local Board of Review attends an approved training session within 2 years of the board's first meeting.

MC 2.60.080: The board of zoning appeals shall be composed of five residents of the city. In addition, one person may be appointed as an alternate member of the board. The qualifications and responsibilities of the members of the board of zoning appeals shall be as established by Section 62.23 (7)(e) of the Wisconsin Statutes. SS 62.23 (7)(e) 2. The board of appeals shall consist of 5 members appointed by the mayor subject to confirmation of the common council for terms of 3 years, except that of those first appointed one shall serve for one year, 2 for 2 years and 2 for 3 years. The members of the board shall serve at such compensation to be fixed by ordinance, and shall be removable by the mayor for cause upon written charges and after public hearing. The mayor shall designate one of the members as chairperson. The board may employ a secretary and other employees. Vacancies shall be filled for the unexpired terms of members whose terms become vacant. The mayor may appoint, for staggered terms of 3 years, 2 alternate members of such board, in addition to the 5 members above provided for. Annually, the mayor shall designate one of the alternate members as 1st alternate and the other as 2nd alternate. The 1st alternate shall act, with full power, only when a member of the board refuses to vote because of interest or when a member is absent. The 2nd alternate shall so act only when the 1st alternate so refuses or is absent or when more than one member of the board so refuses or is absent. The above provisions, with regard to removal and the filling of vacancies, shall apply to such alternates.

MC 2.60.120: The building advisory board shall be composed of the public works director, the fire chief or his representative, two citizen architects, one citizen master electrician, one citizen master plumber, one citizen general contractor, and two members of the common council appointed by the mayor. 15.04.030 Terms of office: The terms of ex officio members shall be concurrent with the terms for which appointed, and the terms of the appointed members shall be for five years, expiring on the first day of November, next following the regular city election. 15.04.040 Public works director to be secretary: The public works director shall be the secretary of the building advisory board, and a record shall be kept of all the proceedings and transactions of the board. (Prior code §13.01(2)(c).)

15.04.050 Powers: The building advisory board shall have full power to pass upon any and every question arising on the provisions of this code. The building advisory board shall hold regular meetings and all questions of interpretation, application or appeal from the provisions of this code or the decision of the building inspector shall be referred to the board in writing and the decision of the board in such matters shall be final. Appeals to the board shall be in writing by the city or any person or party aggrieved by any decision of the building inspector. The city of any department thereof may appeal. Under Wisconsin Statute 66.1109, cities are authorized to create Business Improvement Districts upon the petition of at least one owner of property used for commercial purposes within a district. The purpose of a BID (Business Improvement District) is to allow businesses within that district to develop, management and promote the district and to establish an assessment method to fund those activities

The BID Board is 11 members in size for two year staggered terms and are composed of four business owners, representing owners of commercial businesses in the area; five property owners, representing owners of commercial property in the area; one government member, representing the City of Wausau; and one Wausau Events member, representing Wausau Events Inc., all of whom are appointed by the Mayor and confirmed by the Common Council of the City of Wausau. In addition, all members of the Board of Main Street Wausau, Inc., are appointed by the Mayor to serve as non-voting, non-formal members of the BID Board to advise and give input to the Board.

The CIP Committee will identify in one document, with the exceptions of thoses handled by the utility commission and CISM Committee, all capital projects that the city is undertaking in the next five years regardless of funding mechanism.  The committee shall:  1) Develop and recommend allocation/prioritization guidelines to the Finance Committee for incorporation into the budgetary guidelines to be approved by the common council.  2) Review and rank capital project requests submitted by the departments consistent with approved guidelines.  3) Develop and provide the Finance Committee with a Capital Plan that includes the annual priorities and a rolling five year projection, (updated annually) for considered inclusion in the annual budget.  4) Monitor the progress of and provide regular status updates for all major capital projects under construction or installation to the Finance Committee.

The CIP Committee shall be comprised of five (5) members consisting of three (3) common council members and two (2) citizen members. The committee shall be chaired by a member of the Finance Committee and the vice chair shall be a council member. The members shall be appointed by the Mayor, including the designation of the chair, and confirmed by the common council to serve a two (2) year term to coincide with biennial organization of the common council, and shall meet as necessary to discharge its duties.

The Citizen Advisory Committee for Community Development (CACCD) is an advisory committee to the City of Wausau comprised of thirteen members from the community at large including one council member. Members are appointed by the Mayor and serve a six year term. Their purpose is to provide input on matters related to the Community Development Block Grant Program (funded by the US Department of Housing and Urban Development - HUD) as well as develop policies for other housing and community development funded programs within the Community Development Department.

SS 66.0301(2) Intergovernmental Cooperation: In addition to the provisions of any other statutes specifically authorizing cooperation between municipalities, unless those statutes specifically exclude action under this section, any municipality may contract with other municipalities and with federally recognized Indian tribes and bands in this state, for the receipt or furnishing of services or the joint exercise of any power or duty required or authorized by law. If municipal or tribal parties to a contract have varying powers or duties under the law, each may act under the contract to the extent of its lawful powers and duties. A contract under this subsection may bind the contracting parties for the length of time specified in the contract. This section shall be interpreted liberally in favor of cooperative action between municipalities and between municipalities and Indian tribes and bands in this state.

66.0301(3) Any contract under sub. (2) may provide a plan for administration of the function or project, which may include but is not limited to provisions as to proration of the expenses involved, deposit and disbursement of funds appropriated, submission and approval of budgets, creation of a commission, selection and removal of commissioners, and formation and letting of contracts.

66.0301(4) A commission created by contract under sub. (2) may finance the acquisition, development, remodeling, construction and equipment of land, buildings and facilities for regional projects under s. 66.0621. Participating municipalities acting jointly or separately may finance the projects, or an agreed share of the cost of the projects, under ch. 67.

MC 2.76.010 Created (a) Pursuant to Section 66.1335 of the Wisconsin Statutes there is created in the city a housing and community development authority which shall be known as the "Community Development Authority of the City of Wausau." (b) It shall be deemed a separate body politic and corporate for the purpose of carrying out blight elimination, slum clearance, urban renewal programs and projects, and housing projects. (Ord. 61-4684 §§1(part), 2, 1989.)

2.76.060 Membership--Term of office: (a) The community development authority shall consist of seven resident persons having sufficient ability and experience in the fields of urban renewal, community development and housing. (b) The mayor shall, with confirmation of the council, appoint such commissioners; two of the commissioners shall be members of the common council and shall serve during their terms of office as council members. (c) The first appointments of the five other members shall be for the following terms: two for one year and one each for terms of two, three and four years. Thereafter, the terms of other members shall be four years and until their successors are appointed and qualified. (d) Vacancies shall be filled for the unexpired term as provided in this section. (Ord. 61-4684 §5, 1989.)

2.76.070 Powers, duties and functions: The community development authority shall have all powers, duties and functions set out in Sections 66.1201 and 66.13333 of the Wisconsin Statutes for housing and redevelopment authorities and as to all housing projects initiated by the community development authority it shall proceed under Section 66.1201 of the Wisconsin Statutes and as to all projects relating to blight elimination, slum clearance, urban renewal and redevelopment programs it shall proceed under Sections 66.1301 to 66.1327(3), 66.1331, 66.1333, 66.1337 or 66.1105 of the Wisconsin Statutes as determined appropriate by the common council on a project-by-project basis. As to all community development programs and activities undertaken by the city under the Federal Housing and Community Development Act of 1974, the community development authority shall proceed under all applicable laws and ordinances not inconsistent with the laws of this state. In addition, the community development authority may act as agent of the city to perform all acts, except the development of the general plan of the city, which may be otherwise performed by the plan commission under Sections 66.1301 to 66.1327(3), 66.1331, 66.1337 or 66.1105 of the Wisconsin Statutes. 2.76.020 Authorization The authority is also authorized to act as the agent of the city in planning and carrying out community development programs and activities approved by the mayor and common council under the Federal Housing and Community Development Act of 1974 and as agent to perform all acts, except the development of the general plan of the city, which may be otherwise performed by the plan commission under Sections 66.1301 to 66.1327(3), 66.1331, 66.1337 or 66.1105 of the Wisconsin Statutes. Creation:  The Dog Park Committee is created as a Special Committee under Section 2.16 Rule 13D of the Wausau Municipal Code, whose members may be appointed by the chairperson of Park & Recreation Committee with consent of the Common Council.  (File # 18-110)

Purpose:  The committee will research design and funding opportunities available to make the City of Wausau dog park a reality.  It will advise and report to the Park & Recreation Committee, as well as other committees of the Common Council as needed. 

Membership:  The Dog Park Committee shall consist of seven (7) members, five (5) citizen members (must be residents of the City of Wausau), and two (2) representatives of the Park & Recreation Committee and the Park & Recreation Committee chairperson shall name the chairperson of the Special Committee.

Terms:  Indefinite terms, the committee shall be in effect for as long as needed to construct a dog park.

MC 2.03.040 Organization and composition of the board: (a) There is created an ethics board with five members appointed by the mayor and subject to confirmation by the common council. Members should be from diverse segments of the community. Each board member shall be a resident of the city and shall serve without compensation. The term of office shall be five years. Two similarly qualified alternate members may also be appointed by the Mayor and subject to confirmation by the Common Council.  The Mayor shall designate such alternate members as first and second alternates.  Alternate members shall act with full authority when a member of the board or other alternate member is absent or abstains from voting or acting under this chapter because of a conflict of interest. Two similarly qualified alternate members may also be appointed by the Mayor and subject to confirmation by the Common Council.  The Mayor shall designate such alternate members as first and second alternates.  Alternate members shall act with full authority when a member of the board or other alternate member is absent or abstains from voting or acting under this chapter because of a conflict of interest. On the first appointment of the board, board members shall be appointed for terms of one, two, three, four, and five years respectively.  On the first appointment of the board alternates, the first alternate shall be appointed for a term of five years, and the second alternate shall be appointed for a term of two years.

(b) The members of the board shall select their own chairperson annually and shall adopt such rules as may be necessary to carry out the duties and responsibilities of the board under this chapter. Any rules adopted shall be subject to the approval of the common council. (c) The city attorney shall furnish the board whatever legal assistance is necessary and proper to carry out its functions. The board or the city attorney may request the common council to authorize special counsel for the board. The board shall be furnished with whatever staff assistance is required to fulfill its duties.

MC 2.82.030 Composition: A historic preservation commission is created consisting of nine members and the building inspector and city planner as ex officio members. Of the membership, one shall be an architect or architectural designer, one shall be a historian, one shall be an alderperson and six shall be citizen members. Each member shall have, to the highest extent practicable, a known interest in historic preservation. The mayor shall appoint the commissioners subject to confirmation by the common council. Of the initial members so appointed, two shall serve a term of one year, three shall serve a term of two years, three shall serve a term of three years and the alderperson shall serve for his or her term of office. Thereafter, the term for each member shall be three years, except the commissioner who is an alderperson shall serve for his or her term of office, and the ex officio members shall serve for the term of their appointment. This board is establish pursuant to state statutes 66.1105 at the time and for the specific purpose of creating a tax incremental district or when amending a project plan in an existing tax incremental district. The board consists of one representative chosen by the school district that has power to levy taxes on the property within the tax incremental district, one representative chosen by the technical college district that has power to levy taxes on the property within the tax incremental district, one representative chosen by the county that has power to levy taxes on the property within the tax incremental district, one representative chosen by the city and one public member for the purpose of reviewing the proposal. The public member and the board's chairperson is selected by a majority of the other board members before a public hearing is held. All board members are appointed and the first board meeting must be held within 14 days after the plan commission notice of public hearing is published.

The purpose of the board is to review the public record, planning documents and the resolution passed by the common council. As part of its deliberations the board may hold additional hearings on the proposal to create a tax increment district. Except as provided in for in certain cases, no tax incremental district may be created and no project plan may be amended unless the board approves the common council resolution adopted by a majority vote of the joint review board. The board must act not less than 10 days nor more than 30 days after receiving the common council resolution. The board must submit its decision to the city no later than 7 days after the board acts on and reviews the item.

The board’s decision to approve or deny a proposal is based on the following criteria: whether the development expected in the tax incremental district would occur without the use of tax incremental financing; whether the economic benefits of the tax incremental district, as measured by increased employment, business and personal income and property value, are insufficient to compensate for the cost of the improvements; and whether the benefits of the proposal outweigh the anticipated tax increments to be paid by the owners of property in the overlying taxing districts.

The board must issue a written explanation describing why any proposal it rejects fails to meet one or more of the criteria specified above. By majority vote, the board may disband following approval or rejection of the proposal.

MC 2.60.130: The police and fire commission shall be composed of five residents of the city. Qualifications and responsibilities of the members of the police and fire commission shall be as established by Section 62.13 of the Wisconsin Statutes. SS 62.13 (1) Commissioners: Except as provided in sub. (2m), each city shall have a board of police and fire commissioners consisting of 5 citizens, 3 of whom shall constitute a quorum. The mayor shall annually, between the last Monday of April and the first Monday of May, appoint in writing to be filed with the secretary of the board, one member for a term of 5 years. No appointment shall be made which will result in more than 3 members of the board belonging to the same political party. The board shall keep a record of its proceedings.

62.13(3)Chiefs. The board shall appoint the chief of police and the chief of the fire department, who shall hold their offices during good behavior, subject to suspension or removal by the board for cause.

62.13(4)Subordinates. (a) The chiefs shall appoint subordinates subject to approval by the board. Such appointments shall be made by promotion when this can be done with advantage, otherwise from an eligible list provided by examination and approval by the board and kept on file with the clerk.

MC 3.25.035(d) Powers and duties.  The Room Tax Commission shall have the powers and duties prescribed by Section 66.0615 of the Wisconsin Statutes.  Any contract entered into by the Commission shall be approved by the Common Council.  The Commission shall elect from among its members chairperson, vice-chairperson and secretary.  No person may serve as Chair more than three (3) years in any five (5)-year period.

MC 3.25.035(b) Composition:  The Room Tax Commission shal consist of five (5) members appointed by the mayor and confirmed by a majority vote of the members of the Common Council who are present when the vote is taken.  Members shall serve without compensation.  All members shall be adult residents of the city.  At least two members shall be alderpersons.  One member shall represent the hotel and motel industry.  Strong consideration shall be given to an owner/operator of a hotel in the city.  An alderperson my serve as chair of this commission.

MC 3.25.035(c) Terms.  Pursuant to Section 66.0615(1m)(c)3, the members shall be appointed for a one-year term and shall serve at the pleasure of the mayor and may be reappointed.

The Task Force shall provide inclusive and community-led research, education, and recommendations to the public, the Wausau Water Works Commission, the Wausau City Council into the potential construction of a solar array to fuel Wausau's drinking water treatment facility.

The Task Force will be comprised of five (5) members appointed by the mayor and confirmed by the council consisting of at least one (1) common council member, one (1) Wausau Water Works Commissioner, and representatives from neighborhood and stakeholder groups and citizens who are city residents.  The mayor will select the chair.  The Task Force shall terminate on or before March 5, 2024.

MC 2.60.290 (a) Purpose.  Created to act as an advisory body to the Common Council in the development of policies, programs, and decisions that affect the relationship between the City and the environment.  (Ord. 61-5789 §2, 2018)

2.60.290 (d)(1)  Membership.  The committee shall consist of seven (7) members, including one (1) alderperson.  The remaining members shall be citizen members who are Wausau residents and are actively involved as business representatives, preferably from a business that is recognized as a leader in sustainability; representatives from a sustainablitiy industry; teachers, students, or staff from a Wausau public high school; faculty, staff members, or students from the UW-system or North Central Technical College; representatives of related government agencies or related non-profit entities; or other citizens with related expertise.  Members shall be appointed by the Mayor and confirmed by the Council.

2.60.290 (d)(2)  Terms.  The terms of all committee members shall be for three years or until their successors are qualified.  However, the term of the aldermainic member shall expire with the expiration of her/his term as alderperson, and the members appointed to the first term fllowing the effective date of this ordinance shall be appointed to staggered terms.  Two (2) members shall serve an initial term of (1) year, two (2) shall serve an initial term of two (2) years; and two (2) shall serve an initial term of the full three (3) years.  No member shall serve more than two (2) consecutive three-year terms. However, the members appointed to the first term after the effective date of this ordinance who serve an initial term of less than three (3) years, and any member appointed to fill the unexpired term of a former member, shall be eligible to serve two (2) full consecutive three-year terms thereafter.

MC 2.60.190 (a) Creation: Pursuant to Section 66.1021 of the Wisconsin Statutes, there is created the Wausau transit commission.

(c) Composition: (1) The transit commission shall consist of three (3) alderpersons, two (2) Wausau residents, and one (1) resident member from each community being served by the Wausau Area Transit System. The three alderpersons and two Wausau residents shall be appointed by the Mayor and approved by the Common Council. The resident members from the communities served shall be appointed by their respective municipalities. If one of those members whose term expires was the chairperson, the Mayor shall apoint a different chairperson.

(d) Term and Qualifications: (1) The first members of the transit commission shall be appointed for staggered three-year terms. The term of office of each member thereafter appointed shall be three years. (2) No person holding stocks or bonds in any corporation subject to the jurisdiction of the transmit commission, or who is in any other manner directly or indirectly pecuniarily interested in any such corporation, shall be a member of, nor employed by, the transit commission.

(e) Duties: Members shall serve in an advisory capacity to the city council and shall help formulate the policies governing the operations of the Wausau Area Transit System. They shall make recommendations to the mayor and council relating to service areas, rates, capital outlay, budgeting and scheduling.

MC 2.60.280  The Wausau Arts Commission exists to advise the Wausau City Council on the planning, programming, procurement, installation, operations and maintenance of public visual arts projects and artworks. 

Composition.  The Commission shall consiste of seven (7) members, including one (1) alderperson.  The remaining members shall be citizen members who are Wausau residents and are actively involved as a member of Wausau's art community.  Members shall be appointed by the Mayor and confirmed by the Council.

2.60.240 Veterans committee: There shall be a veterans committee composed and appointed as follows:
Ten veterans appointed by the mayor who shall serve five-year terms.

In addition to the appointed veterans, the committee shall include the elected commanders of their respective veteran organizations for the term of their office, to-wit: American Legion Post 10, Amvets Post 3929, DAV Chapter 64, VFW Post 388, and the VVA Chapter 478. The committee may also include the Marathon County Veterans Service Office for the duration of his or her appointment as an ex-officio member. There shall be no limit on the number of terms that a member may serve.

MC 2.60.020 Terms of office: Citizen members of the board of review, the housing authority, the police and fire commission and the Wausau water works commission shall serve five-year terms. Members of all other boards and commissions shall serve three-year terms unless otherwise specified by statute or ordinance. The terms of all members shall begin on May 1 except the terms of library board members which shall begin July 1. No person may be appointed to more than two consecutive regular terms as a member of any city board or commission, unless the reappointment is specifically approved by the common council. (Ord. 61-4999 §1, 1998; Ord. 61-4074 §1(part), 1967; prior code §2.03(2).)

MC 13.04.020 Utility Commission: The utility commission shall consist of five members. The commission shall consist of the mayor, one alderperson elected from the membership of the common council, and three citizens of the city of Wausau. The mayor shall be deemed to be a member of the commission for the term for which he/she is elected, and the mayor shall act as the president and presiding officer. The alderperson shall be elected or re-elected by the common council at the inaugural organizational meeting of the council after its election, which alderperson shall serve a two year term commencing immediately upon election and which aldperson shall be the secretary of the commission. The three citizen members shall be appointment or re-appointed by the mayor, subject to confirmation by the common council and shall serve a five-year term of office which shall begin on the first day of May in the year in which the term commences. Commission vacancies shall be filled for the unexpired term of office in accordance with appropriate state statutes and city ordinances, and shall be confirmed by the common council, as necessary.

There shall be regular monthly commission meetings, and special meetings may be held at any time upon the call of the president or upon the request of the majority of the commission. A majority of the commission shall constitute a quorum. The president shall have the authority to sign any contracts authorized by the commission.
