Title VI Policy Notice

Metro Ride assures that no person shall, on the grounds of race, color or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program, activity or service provided by Metro Ride, as provided by Title VI of the Civil Rights Act of 1964, as amended.

Persons who wish to make a complaint regarding violations of this policy may complete and submit a Title VI Complaint Form (Title VI Daim Foos Tsis Txaus Siab) to Metro Ride, 420 Plumer Street, Wausau, 54403 or via email here.

Persons who wish to obtain additional information regarding Title VI obligations may contact Metro Ride at 715-842-9287 or refer to the Metro Ride Title VI Plan.

(This notice shall be posted on the Metro Ride website; in all passenger vehicles; at the transit center facility; and in the Metro Ride operations building.)

Environmental Justice Policy

As a recipient of Federal funding, Metro Ride must ensure that no person shall, on the basis of race, color, or national origin, be excluded from participating in, or denied the benefits of, or be subject to discrimination by, Metro Ride transit services. This policy is designed to ensure that federally supported transit services and related benefits are distributed in an equitable manner. For more information, please refer to the Metro Ride Environmental Justice Assessment and Title VI Monitoring Report.

ADA Policy Notice

In accordance with requirements of Title II of the Americans with Disabilities Act (ADA), Metro Ride will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs or activities. If you need assistance or reasonable accommodation in participating in a meeting or event due to a disability as defined by the ADA, please contact the City of Wausau ADA Coordinator at 715-261-6620 or via email  here at least 48 hours prior to the scheduled meeting or event to request an accommodation. Written requests may also be submitted in writing to the ADA Coordinator using the ADA Accommodation Request Form (Kev Thov Chaw Nyob).

ADA Complaints

Complaints regarding ADA violations must be submitted in writing to the City of Wausau ADA coordinator, using the City of Wausau ADA Complaint Form (Daim Foos Kev Tsis Txaus Siab). Questions regarding the form should be directed to the ADA Coordinator at 715-261-6620.

Notice to Disadvantaged Business Enterprises (DBE)

The City of Wausau/Metro Ride has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The City of Wausau/Metro Ride has received Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the City has signed an assurance that it will comply with 49 CFR Part 26.

It is the policy of the City of Wausau/Metro Ride to ensure that DBEs are defined in part 26, have an equal opportunity to receive and participate in DOT–assisted contracts. It is also our policy:

  1. To ensure nondiscrimination in the award and administration of DOT – assisted contracts;
  2. To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
  3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
  4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
  5. To help remove barriers to the participation of DBEs in DOT assisted contracts;
  6. To assist the development of firms that can compete successfully in the market place outside the DBE Program.

Civil Rights Complaint Procedures (DBE, EEO, Title VI, Environmental Justice)

This Civil Rights Complaint Procedures policy (txoj cai) is intended to provide guidance to Metro Ride employees in dealing with complaints regarding Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), Title VI and Environmental Justice (EJ).

All complaints regarding the aforementioned programs shall be dealt with as follows:

  1. Complaints received shall be forwarded the Transit Director.
  2. The Transit Director shall review the complaint and respond to the complainant in writing within ten (10) business days.
  3. If the complaint cannot be resolved by the Transit Director, the complainant shall be informed in writing that the complaint has been forwarded as follows:
    1. EEO complaints will be forwarded to the Human Resources Director
    2. Title VI complaints will be forwarded to the Transit Commission
    3. DBE complaints will be forwarded to the Transit Commission
    4. Environmental Justice complaints will be forwarded to the Transit Commission
  4. A response to the complaint shall be issued by the appropriate authority within thirty (30) days after referral from the Transit Director.
  5. A final written response to all Civil Rights complaints shall be issued within forty (40) days of receipt.
